Nadim Ashi's contested acquisition of the 61-unit Harbor Towers at 3901 South Flagler Drive ends a legal battle with Steve Ross at roughly $1.4 million per unit.

Nadim Ashi's Fort Partners closed on a roughly $100 million buyout of Harbor Towers, a 61-unit, two-building condominium complex at 3901 South Flagler Drive in West Palm Beach. The acquisition prices the waterfront property at approximately $1.4 million per unit across a 2-acre site on the Intracoastal Waterway.

The deal caps a contentious acquisition process that pitted Ashi against billionaire Steve Ross of Related Companies. Ross filed a lawsuit in April challenging the buyout, escalating a dispute that had complicated negotiations with individual unit owners. A settlement was reached in October 2025, clearing the path for the February closing.

Jessica Julian of Douglas Elliman, who was both a unit owner and broker, facilitated the transactions. Glen Waldman served as Ashi's attorney throughout the process.

Ashi has also been assembling adjacent parcels. Fort Partners acquired properties at 3906 Washington Road and 3907 South Flagler Drive for $20 million in November, suggesting plans for a larger-scale redevelopment of the waterfront site. Combined, Ashi has deployed approximately $120 million assembling the South Flagler corridor parcels.

The buyout reflects the intensifying competition for developable waterfront land in West Palm Beach, where a wave of financial firms relocating from the Northeast has driven both office and residential demand. Condo bulk buyouts have become a preferred strategy for developers seeking to assemble the large, contiguous sites needed for ground-up luxury projects in the market. For Fort Partners — which developed the Four Seasons Resort Palm Beach and the Four Seasons Private Residences — the Harbor Towers site represents another luxury-positioned waterfront play in a submarket with limited remaining Intracoastal frontage.
